Neil S. Fleming, PhD, is the Director of the PhD in Health Services Research (HSR) Program and Clinical Professor of HSR, Robbins Institute for Health Policy and Leadership at the Hankamer School of Business, Baylor University. Dr. Fleming also serves as the Vice President of Quantitative Sciences in the Center for Clinical Effectiveness, Baylor Scott & White Health. As VP of Quantitative Sciences, he oversees Biostatistics and Advanced Analytics/Health Economics corporate resources with research/teaching-related and operational activities. Previously, he was Vice-President and Chief Operating Officer of the Baylor Health Care System (BHCS) STEEEP Global Institute, and BHCS Vice President for Health Care Research (2004-2011). Having focused on and published on financial and clinical outcomes related to health care interventions to improve quality, he led the internal evaluation of the BHCS systemwide implementation of health information technology.
Prior to joining BHCS, Dr. Fleming was a Statistician at the US Centers for Disease Control’s National Center for Health Statistics and a Medical Consultant for the Electronic Data Systems on the Texas Medicaid Program. He spent over 20 years as President of Health Care Systems Consultants, focusing on health care costs and utilization, especially in the area of managed care from financial and actuarial perspectives with clients such as the Health Care Financing Administration’s Office of Prepaid Health Care from both Federal Qualification and Compliance perspectives. He is a senior member of the American Society for Quality and a Certified Quality Engineer since 1991. He has particular interests in research using experimental and quasiexperimental designs for analyzing the impact of behavioral interventions to improve the quality of health care, health care innovation and technology, as well as decision science including clinical effectiveness analysis, financial and cost-effectiveness analysis including time-driven activity based costing, and health care policy.
Dr. Fleming received his BS in Mathematics and PhD in Sociology (Health Services Research) from Vanderbilt University.
